There's too many factors to take into account, where you want them to sit, how big your butt is, how big your genitals are etc panties also vary in size and shape between brands. I remember I could only ever find one brand to  fit me right.

You should just take a guess. Trial and error.

I found that the best way was to shop in the appropriate section of the store.  ;)

I really don't remember. I have not worn men's underwear for over 18 years.
Just try a few sizes and a few styles and a variety of fabrics.
I've found that something with some stretch less critical in exact size.
Just commit and forget about men's underwear.

I'm a transman but think I can answer. My male underwear size is "Small" (sometimes "Medium" for boxers when the elastic is is too tight), and my female underwear size used to be "Small" too. Maybe women's boxers would fit you best because there's more space in them ? Or anything with elastic materials. I'd advise you to go to a shop and try them on (among other articles you'd take to be discreet) as you can never be sure...
