How long have you been on hormones?

Right now your shoulders are a little big compared to your hips. However as time passes on HRT the muscle mass of your shoulders should diminish as fat deposits are stored on your hips and thighs. That will help swing the upside down triangle to possibly an hour glass figure or close enough.

In the mean time posture also makes a difference. That and a hair do. Your hair is starting to be long enough to style it. Maybe consider a style that looks good on your face. The hair framing the face helps a lot with passing.

I agree with Natalie,  framing you face with a stronger style will help you. That jumper is adding bulk to your shoulder area while the pleated skirt is hugging your narrower hips - try finding skirts that are made from stiffer material that also flare out - get very specific with waist size - so If you can get as small as possible skirt at your waist it will be forced to flare as it goes  down and hits your  hip bones - doubly so if its a flared skirt  -you need to flip that triangle and accentuate the new one.

Hmm, maybe. I agree that the sweater/jumper doesn't look all the great. But while the other outfit with the thin shirt plus the skirt is only a little better, it does hide my male-patterned abdominal fat and crotch bulge very well, without being uncomfortable. Clothes that accentuate the waste sometimes give me more hips, but draw attention to my belly more, not to mention my "hip dips" since my hips aren't straight.

EDIT: More details: I can make my shoulders look smaller by having more/looser fabric on the upper body, but then that makes my lower body look formless. I can also sort of emphasize my hips by tucking my top into my skirt instead of having it hang over the skirt, but then you can see my muffin top.

Abby you actually look quite a bit like a woman I used to work with.  She was a hoot.  Quite the character.  When I first met her I thought she was obnoxious - she was so over the top.  Ended up being one of my favorite people.

How's this? I looked a bit boxy, wide-shouldered, and small-waisted in my last pictures, so I'm trying again. Here, I've got a fairly stiff, pleated skirt on, and a top that hopefully strikes a nice balance between being too form-fitting and being drapey. (Plus, I used my phone in front of a mirror instead of my computer's built-in camera, so hopefully it's a little easier to see.)

Side note, you can see that my legs are a bit "crooked" or "knock-kneed", in that they swing outward from the knees. Some fashion guides will give tips on how to hide it, I'm kind of just "meh" on it since it's not really a gendered thing. I can kind of hide it anyway with the right posture, like the lower picture.

Hey I wouldn't be afraid to show a little more skin if you are into that sorta thing.  A lighter looking top which shows a bit of a softer side of you. Not all girls have breasts anyway so just try to feel fun and casual. I usually look at the clothes of my friends.. Actually my newest outfit a super cute dress and leggings that kinda match was from a friend. Has spegetti straps and since I keep cut or don't have much body hair anyway, thank the goddess!, it looks pretty nice even with little proto breasts. <3 Good luck beautiful and maybe a couple cute small braids. :p but I'm a bit of a girly girl.
