How to upload a pic as my avatar

Can anyone tell me how to upload my picture as my avatar. Thank you .

Actually it is 15 substantive posts. There are consequences for padding posts to get the  required amount.

On the same track as it were... How do you add a pic to standard post or reply on the forums? I know there's an insert image button, which i've clicked & it comes up with (img)(/img) - this probably sounds stupid, but what do you do after that? I've tried copy/paste etc... just not happening. ( Or do you have to have another number of posts before anything works? ) Thanks in advance...
