Starting a website

Hi I'm currently starting a website to help transwomen fight discrimation as I'm sick of how people are treated by services such as the NHS,Council and more here in england.

I'm looking for some advice on buidling this system.
My website needs to be able for me to post news artilces.
My webiste needs to be able to have pages in which I can post useful links and information.
My website needs email support so that people can email me, example christine@translifematter.co.uk
My website could use a fourm for people to talk.
I may need java support etc.

I have been recommed Go Daddy and Wix but unsure if they support these features

Also being money is tight I'm looking for a cheap laptop that I can work on, is there anyplace i can buy something extremly cheap ?.

you can also host it on google cloud, but the problem is that with traffic and time you'll need to start paying, plus you want to keep the domain wherever you migrate to, another cost
