What am I doing wrong with pumping?

I made a makeshift pump out of syringes to see if I would like it and I did, but it turns out I was way too big and I bruised myself and bled a bit.  I ordered a proper pump and it came but when I use it only my foreskin grows and not my penis.  Does that mean I need a smaller cylinder?
