CA, not WI

CA is close. The law passed legistlature in 1977 and became in power 1978. But it is not the first state.

massachusetts? hopefully..

MA seems to have enacted the law about the issue even in some general sources it is said only be an administrative decision. Not the first state. The law is from year 1981.

My web search said CA so I am wondering what state you will think it is.

darklady

Illinois is a right answer.
