I assume that you are referring to the atrophy that occurs through the use of anti-androgens such as spironolactone or aldactone.

Temporary atrophy occurs pretty quickly.  In other words your sperm count and testosterone production drops within a few weeks.  This can be detected through manipulation of the testes.  They will feel shrunken when compared to the size before use of AA's.  Additionally, ejaculation and semen will be reduced, erection will be debilitated, and there will be a loss of libido as well.

The atrophy becomes permanent, I.E. chemical castration, after approximately nine months.  Following that, even stopping the use of AA's will not produce an increase in sperm, testosterone, or libido and the ability to have an erection will be severely impaired.

I've been kind of wondering about that too. Do they ever 'give up' or do they need high levels of antiandrogens until the day they're physically removed? It's really just a wonder, the doctor would have to be pretty insistent to get me to agree to reducing anything lol.

update:

I've been on HRT for only 11 wks.  My testicles have shrunk some, not a lot.  BUT it was enough to be able to tuck now.  As for atrophy ... I don't know, guess we'll see next year ?

When on HRT or t-blockers you no longer get night time erections. That will cause shrinkage. I believe it is lack of testosterone that causes shrinkage of the testicles. On the banding you may want to go to eunuch.org and ask. I don't see people discuss that on this board.

Banding is a poor idea and could result in blood clots or gangrene.
Moreover, you really don't want to harm any of the skin down there.
You will be needing it later if you want SRS.

Testicular shrinkage does seem to be variable.
With a correct hormone regimen their function will be impaired even if they don't shrink.

Skin never loses its ability to stretch.
That's why a 90 year old can get breast augmentation.
Skin loses its ability to shrink over time.
That's why a 90 year old has baggy elbows.

If you are young and do not have erections or physically stretch the skin, it will shrink over time.
If you are older, this will be less pronounced.

Regardless if they stop producing or even shrink, I wish them gone.  Every day that they remain is another day that reminds me that I was not born correctly.  And if I can't get SRS right now, then I will have an Orchie.  And each day that passes it get closer.

Yes, I realize that. It's still not a good idea.

I sympathize with you, but a proper regimen is the way to do it.
