It is plain to see. It is a serial killer, targeting transsexual prostitutes.
The motivations are unclear, it could be that he hates prostitutes, and figures law-enforcement will not take the case as seriously or hunt him down as vigorously, if he picks trans targets.
He could also just be, not hateful of prostitutes or transwomen, and just targeting prostitutes for this reason, for they are easier prey.
However, why he uses a gun is unclear, most serial killers prefer silent weapons, such as knives. Maybe he is using a silencer? The news article does not give enough info to solve the case. It does not explain how they came to the conclusion that he is using a beige car.
Also of note is the racial element, all of his victims seem to be black, when it would have been just as easy to find white prostitutes.
Case 4# is likely a homicide committed by a different person, as the article says.
I don't know about other places but where I am at some prostitutes carry weapons and it does not matter what their ethnicity. Most of those girls are "hard" if you know what I mean and if people get out of line these gals can hurt you. This person probably uses a gun because they don't want stabbed.

Police will often give vague information so that they can determine 'credible' leads. If someone reports something and provides a known detail that have not been published then the investigator knows they have a credible lead.
The process works very well. As far as not taking these cases seriously...Almost every investigator wants to add 'caught a serial killer' to their resume. If not for the awesomeness of it then for the money via raises and promotions within the system.
This is falls into this same topic, very close to where I live too. I don't understand the level of hate involved.
