I'll admit it's more of an aesthetic thing but my brow is pretty low and I look dour (like Kristen Stewart) in some of my pictures and I was thinking a browlift might help.
Is there a way of exercising the muscles so they remain lifted permanently, sort of like how with voice training you train the muscles in the throat to push your voice box up?

Most of the muscle / skin "tightening" exercises I've seen online generally only serve to further the damage to the skin / stretching of the skin.. after all you are actually expanding & contracting the skin. There are home remedies like lemon/citric acid, and other formulas designed to 'tighten' skin.. but generally I think the results are highly questionable.
Perhaps others have had better experiences, but I find it unlikely. Much like the dreaded pregnancy stretch marks, some things are just there to stay without radical intervention. There is always hope though :)
There are relaxation techniques that may release forehead muscles that could be locked in a frowning position. When I was receiving singing lessons, I was instructed to do some of them. One that I remember doing was where you scrunch your face inward, hold it and then stretch your face outward like you're seeing something incomprehensibly shocking. I don't know whether this was effective or not.
If frowning isn't the issue, but loose skin, then you could try anti-aging creams or surgery (if you were born in 1995, though, then these probably wouldn't do much). There are probably many more options for this issue that I haven't heard of, as well.
If frowning or loose skin isn't the issue, then maybe it's your brow ridge that's bothering you. For that, I can't imagine there being anything other than surgery.
Oh, I forgot, you could pluck them, too.
