Is PRIDE an organization? How do I reach out to them to ask for a PRIDE center?

I live in the middle of nowhere (nobody to blame but myself on that!) but there is a fairly large city about 40 minutes from me.  Utica NY.  About 100K people live in the city and surrounding area. Maybe more.  60K just inside city limits alone.  Is there a PRIDE corporate HQ where you suggest to them they put a PRIDE center in a location and they try and make it happen?
