I might be wrong, but it sounds like they're talking about regular phalloplasty.  The only thing that stands out is the blurb about attaching the nerves.  Maybe they meant that you can still feel the area?  Not sure.  It'd be nice if they had more info.

It is same phallo that we have heard about except they don't mention the MLD one.
