Prior 2004 here, in Bulgaria, it was the same - you cannot do anything without surgery, but thanks to some lawyers, there were several cases, which lead to the change and surgery is not (always) required. Of course, such cases here are just like the lottery...
I know that last year there was a FTM, who was rejected by the court, despite he had HRT and everything else, except surgery... Obviously it depends of how good is the lawyer and how lucky are you...
