Report the activity to the University Police/Security. If they do nothing or stonewall you, report it to the police.

One more piece of advice:

Regardless of what the police choose to do, notify your university's LBGT student group, and they may be able to put the screws on the administration.

One thing you may want to try and do is always walk against the flow of trafic. If they do start following you in their car turn around and walk the other direction. It is harder to turn a car around. If you can walk on streets with one-way traffic. I have successfully used the strategies in very dangerous cities like Tijuana, Mexico. Always try to walk with a friend at night.

Really good advice. Take that one!
