NCLR to represent transgender Florida city manager

The National Center for Lesbian Rights announced Friday that it will represent Steve Stanton, who was recently terminated from his long-held position as the city manager of Largo, Fla., after he told his employers that he is transgender and will be undergoing sex-reassignment.

How can he be transgender if he is not transitioning?
Many people have posted and stated this over and over that if not transitioning then he/she's not really transgendered.

When were you planning to make the transformation to being Susan Stanton?
I was in the stage to begin the real-life test [when he would begin dressing as a woman]. I had been waiting to do this in May. My wife was going to be completing her formal, clinical [medical] training. Then it was going to be moved up to March, which wouldn't give me much time. I've been going through heavy hormonal therapy the past two years.

So many people have been focusing on surgery [which Stanton says he would pay for]. Gender reassignment is something I ultimately want to do, but not until I go through the medically recommended procedure of a year of counseling. It's a good year away.

to be ts or tg [regarding of your personal views], you [must] have a diagnosis of ts'im as it is explained under the policies of  this famous employer.

Transgender employees must provide medical information once every six months to American's medical department.  This information should come from the employee's primary health provider and should detail where the employees is in the transition process.

you can't be ts or tg if you are not transitioning [not in the eyes of the law at least].  yes many people can believe themselves to be [cleopatra queen of the nile], yet that belief doesn't make them her.

Hmmmm, did I miss a meeting?  I can accept the concept expressed by some that you have to be transitioning to be TS but are we now saying that if you are not transitioning, you aren't transgendered?   My wife will be very happy to hear that all the pain we inflicted on each other early in our marriage before we adjusted to each others needs was because I wasn't transgendered.
