Which is better electrolysis or laser?

I believe that it depends on the colour and thickness of the hair? Laser tends to give the best results but only for dark haired people? ammirite?

laser works by hitting the pigmentation of your hair. The greater the contrast between your skin color and your hair color the better candidate for the laser you are. I am fairly light skinned but have black hairs and laser or IPL in my case works really well.
For people with blond hair and for people of color laser is not much of an option. You can choose only very mild and narrow setting of the light wave length on the laser machine and the results are minimal to non-existent.

You need to find a place with good reputation that would consult you professionally.
As far as I can see you might be a border line candidate for the laser but again I am not an expert you have talk to a professional.

Electrolysis is the only permanent hair removal that is proven to be permanent.
Laser technology is still in the development at the permanency varies from person to person.

But it seems like laser shoots the hair into sort of a stone age of development where the hair simpl needs very long time to recover or it does not recover at all. A lot of people start with laser because it is much cheaper and faster but then they switch over to electrolysis for the problem areas, white hair or regrown very "stubborn" hairs.

My cheeks are for example 99% clear after 7 sessions but the lips and chin still need some work.
The hairs around my nose are hard to get to and they will be most likely taken out by electrolysis

  Yes it's permanent. Laser is permanent hair reduction while electrolysis is permanent hair removal. If you don't have alot of facial hair then i'd go with electrolysis, and since your still really young you have lots of time to remove it. I would recommend laser if you have large area's of hair to remove.
