Michigan House strips exceptions from anti-bullying bill, sends it back to Senate

LANSING, Mich. – The Michigan House of Representative this week passed its own version of the anti-bullying bill, removing the controversial language inserted by Senate Republicans that allowed for exceptions to the law for "a sincerely held religious belief or moral conviction."

The bill, HB 4163, passed in the House Bill by a vote of 88-18, and now goes back to the state Senate for consideration.

LANSING (WXYZ) - A new Michigan anti-bullying bill passed in the Senate Tuesday morning.

By a vote of 35-2, House Bill 4163, also known as "Matt's Safe School Law" passed in the Senate and will advance to Governor Snyder's office for his consideration.

State Superintendant Mike Flanagan said the following regarding the passing of HB 4163, "The protection of our children from physical and emotional harm is a moral obligation and responsibility of everyone. I applaud the House of Representatives for its commitment and development of House Bill 4163 that requires every school in Michigan to have a comprehensive and effective policy to protect children from being bullied."

LANSING – Gov. Rick Snyder says "bullying at any time, under any circumstances, is wrong – period," and is pleased that the state House and Senate have agreed on a bill intended to stem harassment in schools.

The Senate voted 34 to 2 on Tuesday to adopt the House version of the bill, which didn't include language that Senate Democrats called a "license to bully," attracting national attention.

Michigan Governor Rick Snyder announced that he will be signing anti-bullying legislation into law on Tuesday afternoon in Lansing.

The legislation Snyder will sign Tuesday is based on House Bill 4163, an anti-bullying bill Michigan's lower house approved in November after the controversial passage of Senate Bill 137 in the Senate.

House Bill 4163 on anti-bullying was passed 35-2 in the Republican-controlled Senate Nov. 30 and was signed into law by Gov. Rick Snyder Dec. 6.

Michigan now joins 47 other states that have anti-bullying laws. The bill will require school districts to implement an anti-bullying policy within six months but does not identify any specific groups of people to be protected. Individual school districts must file the policy with the state Department of Education and send a copy of the policy to the state legislature within a year.
