Here's what I've done. YMMV. I am not a personal trainer or expert of any kind.
You cannot remove fat from one specific area of the body through exercise. What you can do is reduce overall body fat and either tone or bulk up specific muscle groups. I find that hip abductor/adductor machines are good for toning and firming the outline of the thighs, including right up at the hip, so they don't look as soft and feminine. Focusing on my external obliques along with abs (try planks, sit-ups, twisting situps, twisting Roman chair, or lower back incline on your side) helped tone my waist and gave me less of an hourglass shape and more of a masculine shape. Cardio is great for losing fat, but not for gaining muscle, so I do cardio and weights usually, alternating between upper body and lower body/core to reduce my body fat while maintaining muscle.
I did all of this stuff pre-T, and while it helped, it can't do miracles. Bone is bone--it ain't gonna go anywhere. If you have a wide pelvis (as more cismen than you'd think do) you're going to always have a wide pelvis. However, remember that you are probably much harder on your appearance than anyone else you ever meet will be.
