"You get what you pay for" pretty much.
Using higher end brands will make your makeup quality better.

But raised bumps can't literally be smooth down btw, you can just block out the color in them if there's any.

I agree with all that JoeyD says.
I use "Elizabeth Arden" paste makeup. - $48.00

Edit:
The paste is that of the consistency of whipped cream.

hey Girl, are you moisturizing every day, with creams that do work? Unfortunately, there is really no way of telling which cream will do the best job but what I have learned that Walmart brand for $5 bucks will sometimes work better then Lancome $130 one. I found Vaseline brand in the tall green battle did the trick for me and later switched to the walmart brand with the identical ingredients for about $6 a tall 24.5 FL OZ bottle, lasts for months.

Every day after shower, several applications, letting one dry in then another one until moisture stays on the surface. Wipe it down gently or just learn when to stop.

Powders usually emphasize texture, contrary to belief! Of course if your face is one of 17 year old girl on estrogen then voile, but if you like me, finally started late in life living majority of it in closet, your skin had been infested with the most poisonous substance to man, testosterone! Hence wrinkly, textured skin we are cursed with.
However, if moisturized it will improve!!!!!!

Try some good quality non-oily foundations. They don't have to be expensive and as I found out, paying more doesnt necessarily equal better. They need to be fresh, I use CoverGirl, natureluxe, with SPF about $10 works wonders. Apply very thin layers with foam pad triangles, making sure it completely desolves and absorbs into skin. If you apply too thickly it will shine drastically working against what you are trying to achieve. Apply in layers if you have to instead of thick one coat. It needs to dry with flat haze not shine!
