Chest size.

Is there anyway to make your chest smaller?
Besides taking T, and exercising to lose fat, which is what im currently doing.
Like to bind a different way? (not the look of your chest with a binder, but the actual size)
Or build a certain muscle?

And is there anyway to make your moobs less saggy?

Surgery.

Building up the pecs works both ways. It can give you a better looking chest but it also is adding mass to the area.

Saggage is a mixture of things. It's a tendon (I think) that's been stretched via the weight and skin stretching. Massaging, moisturizing, and exfoliating can help skin tighten. I can't say for sure how much it will work but it could help.

Making your chest smaller is mostly just generally body fat loss and using T. The issue with weight loss is that you'll lose weight everywhere else so they'll just look proportionally smaller which doesn't really look smaller at all. One idea would be to make other parts of you look bigger. Building up arms/shoulder/back can help. By strengthening your back and shoulders, you'll be able to stand upright better which can help make your chest look smaller.

This.  The bigger my pecs get, the saggier the moobs look, because the pectoral muscle is much higher, and I have to bind with the breast tissue (mostly skin due to T and weight loss) down and out to get things flat enough.  Binding was actually more effective before my pecs had developed.  The more muscle I put on, the less binders fit, I find.  I can't wait until surgery is financially feasible.

The reason I ask is because im pretty sure double incision is my only option, but Im hoping it wont be because I dont want huge visible scars.

I hope my chest skin shrinks a little at least. I will look into creams and stuff.
And that is a good suggestion, I shall start working on that because my posture is very poor.

This may be why my chest keeps looking worse and worse. I am having a similar problem.

I've heard that putting testosterone cream on your moobs will help them shrink a bit...At least it was listed as a treatment for gynecomastia.

Pre surgery, if I were to gain or lose weight, my boobs were the first to show it. Losing a couple pounds definitely made mine smaller (lifting weights will certainly make your pecs and therefore your chest area bigger but you may well lose fat and boobs are mostly (?) fat). Lifting & push ups definitely helped me and how I felt about the damn things.

I also did my research on foods that are known to increase / decrease estrogen and stayed away from the E increasing ones / ate more T increasing.

Ive only lost about 6 lbs so far, but definitely lost inches around my chest and belly.
