BAKERSFIELD, Calif. -- Senator Michael J. Rubio (D – Shafter) announces the passage of SB 1079 out of the Senate Health Committee Wednesday afternoon. SB 1079 protects critical taxpayer dollars by establishing state law that prohibits medically unnecessary procedures and services for inmates including sex changes, infertility treatments, breast enlargements and weight reduction surgery.

The State of California is multi-billions of dollars in debt.  It can not adequately house inmates in its over-crowded penal system.  It can not pay for its public school system.  It can not fund basic social services.

Well on the list of diseases, I don't think sex change is as important as cancer treatment.

Furthermore, they are criminals... I think the ability to be yourself is irrelevant in prison. They are incarcerated for a reason. They are kept away from the freedoms of the law abiding world.

If by somewhat common you mean: none.  There is not a single case you can point to of anyone who willing entered the Cali prison system to get a sex change.  What is 'somewhat common' is that people who go into the Cali prison system don't come out.  It's not chump change, it's up there with New York and Texas as one of the worst prison systems to be in.

It's not free, its part of the employee compensation package that the City used to attract top workers they need to run a city like SF at the level that SF is run on.  And since you have to work for it, it's no more 'free' than the two-week vacation is.
