regarding SRS and official "sex" change on ALL documents/marriage

i know it varies from state to state, and i hope i have my states requirements/regulations right, but in the state of wisconsin, i believe it goes like this:
therapist can give you letter to : change your gender marker and if you choose a more "masculine" name via name change, a letter for your name change via court.
you can change your SS NAME but not sex with that letter.
and i am so lost on birth certificate. i know once you have "one" SRS surgery, I can legally marry in this state because i can change my birth certificate. but i'm not sure if top surgery really qualifies as srs surgery here in my state.
i'm very undecided about bottom surgery, and it's not something i'm really interested in at this time. i just couldn't see myself having bottom surgery, if i dont want it, especially for the expense, just to get married here.

does anyone know the legal laws for marriage in your state? and is SRS surgery only the "actual" srs surgery, or would top surgery due?
i'm sorry for all of the questions. my therapist and i went over this years ago, so it's very fuzzy in my memory. especially considering i wasn't interested in marriage the way i am now that i'm older and have a woman i'd like to spend my life with.
we obviously dont have "gay marriage" in wisconsin either, but i wouldnt feel comfortable with that considering, i don't identify as "gay" no offense to anyone, who would take this option as well!
i just want the whole deal. i want them to say "man and woman" at my wedding. have best men and my future wife looking as beautiful and happy and feeling as accepted on her wedding day as any other woman in the world. thank you for reading. please help!
even other states, i know itll be different, but it may give me an idea or so.

Depending on the wording of the letter from your surgeon, top surgery can be enough. It helps to have a kind judge too. You can write to the Dept. of vital records in Madison for the paperwork to change your gender on your BC and you may request having your BC impounded and a new one made.

Thank you LordKAT! Are you from the area? Hopefully, when the time comes, i will be fortunate enough to have a surgeon who does word it right. Thank you!
