I agree with what you are saying to a degree; many who bully others posess insecurities of their own that they have problems dealing with, and therefore release these feelings in a way that hurts others. However, what about the percentile of bullies that are simply just jerks with hurtful and ignorant opinions about diverse individuals? What if they, for instance, have an irrational hatred of LGBT people, refuse to budge on the subject because they feel that these individuals "deserve" to be harmed or whatever twisted opinions they might have? These bullies don't exactly have something "wrong" with them other than the fact that they are ignorant; those who are ignorant do not want to be informed a lot of the time. That, or they've heard the reasoning as to why discrimination is wrong, but persist that they have a right just because the individual is different. Rudeness isn't exactly a disease that can be cured. However, I do believe that a bully should be analyzed for social problems and motives beyond just being a hateful person, and if all of this is applied to no prevail, then the bully should be punished accordingly. This is just my opinion, as well, and I do agree to you to an extent.
