PGN appeals Morris tape denial

PGN has appealed the city's decision to deny its request for the full 911 tape of the police ride given to homicide victim Nizah Morris.

The appeal was filed in Common Pleas Court on April 3.

Morris, a transgender woman, was at Juniper and Chancellor streets in the early hours of Dec. 22, 2002, when she received a courtesy ride from Philadelphia police.

Twelve minutes later, she was discovered with a head wound a few blocks away at 16th and Walnut streets. She died two days later.

In April 2003, police released a 911 tape pertaining to the ride, which included transmissions between a dispatcher and two police officers, Elizabeth Skala and Kenneth Novak.

The tape covers a six-minute period, 3:07-3:13 a.m. But recently released computerized dispatch records indicate that communication between the dispatcher and the officers didn't end until 4:02 a.m.

The tape also lacks a closing statement, specifying the time period monitored on the tape to verify its completeness.
