Hey guys i have a question ok i start using binders i dont have a big chest but i wonder if binders can make my chest 100% flat if i wear them everyday is that possible or not ? thank you.

I don't believe it's possible to make your chest completely flat just by using binders, unless they are still developing. Sorry :/

Wearing binders doesn't make you breasts smaller, but long term continuous binding does break down the breast tissue, which makes it easier to bind because your breasts will be saggier and able to be more easily bound.
