It is cheap, but considering they're only really working on your forehead, and the lip stuff and liposuccion aren't major work (no bone to work with), it's entirely plausible; nothing suspicious.

However the tracheal shave, you have to ask, eh. They make proposals, but you're the one who gets surgeries done.

As for the neck liposuccion, make sure they don't make you flabby extra skin in the neck. That's just as bad as fat.
