Now only HAIR COLOR is important for laser.
Skin color only matters for the type of laser you are using. I was talking to my tech, and she said YAGs generally do not work as well on people with fair skin and dark hair, the alexandrites work better. But YAGs are wonderful for dark hair/dark skin color.
You will see faster results with lighter skin.
The candela's, coolglide and lightsheer have are all working wonders. There is no reason if you have dark hair not to do laser. Its cheaper, its faster, its just as effective as electrolysis. Its also less painful.
