I got a new binder recently that seems to flatten a bit better and I can get away with polos these days it seems.

And Seth, I still think you pass!
Democration: Pass, it's just hard to see the photo too well but from what I can see you pass.
Leo I think you pass but the stance and angle of the photo probably help you. Body shape can be a give away if you have hips but that's hard to tell from photo. Also, you won't always be standing that way and there may be one way that makes you look more masculine but other things you do more naturally may have a more feminine look. Best way to see why you're not passing is to record yourself just walking around the house to the point you forget it's recording and see what you do naturally that seems off and make an effort to not do that. Other things can be the way you stand or talk to people, for example women tend to talk with their hands going in an outward direction whereas men tend to talk with their hands more directed in towards themselves. It's not set in stone but there's little things like this that can make people question your sex, even if it's on a more subconscious level. Cismales can get away with a lot but if you're borderline, it can make all the difference even if people couldn't particularly tell you why.
Try recording yourself talking to a camera like you were discussing something with a friend. Pick something you're passionate about but that's quite complex so you have focus on what you're saying more than how you look. Then watch the video back and watch your face, stance and hands and see if you come across as feminine or masculine.
Learnedhand, the glasses are badass but I'd watch the outfit. The slimming, fitted look gives you a more feminine figure and draws attention to the hips, which men wouldn't have. It looks like you don't have too much here but the outfit and stance aren't doing you any favours. Looking at your face, it's a pass, but if I saw you with that outfit, I'd assume female. Throw a waistcoat (vest) on that outfit, preferably unbuttoned and you got a winner. Or wear a baggier pair of jeans and tuck in the shirt loosely (so it hangs over which will give more of a flatter shape) for a more casual look. This kinda relies on you not having too big an ass but from the looks of the photo you look pretty skinny so you could probably pull this off in the right jeans. If you throw a tie on this will helpt draw the focus away from the hips too. This would still work casually if you keep the knot loose and/or low with an unbuttoned top button
Darkflame: Yeah I think the hair cut just doesn't go in your favour, it either needs to be a bit longer and messy or shorter. It's looking a little well kept and feminine right now, it's like it's in that inbetween stage. Be careful about a buzzcut though as that can be quite drastic and you have a more oval shaped head and buzzcuts normally don't look so good unless you have a squarer face, it can end up making you look more feminine despite what you might think. I think your best bet would be short back and sides, maybe some tapering at the back but not SUPER short, and leave the top a little longer with layers so you can mess it up a little or wear it flat. This gives you options. I have quite wavy hair myself but I use straighteners to give me a more spikey look, or leave it flat, or not use the straighteners at all and gel it up for a more Ryan Reynolds type look lol. If you have straighteners and some gel, play around with that on your hair now and see if it can make it a little more masculine. Brushing it forward like I can see you've done with the sides can help, just beware of the Bieber look, unless you like that I guess. I think you could look good with longer messy hair, you don't
need to have short hair. All guys with longer hair went through the awkward in-between stage so see if there's anything you can do with it first and then decide.
