You'd probably do best to cycle it simply to give your body a break every now and again, but this probably doesn't need to be done any more frequently than every 6 months.
I fully believe if you combine supplements with weight training you can achieve a noticeable increase in your T levels. Weight training alone has already boosted my levels a surprising amount (although I have PCOS, so my body naturally produces more T than the typical woman; someone without PCOS will likely need supps and weight training to get such results). With my already high levels, weight training has boosted my T enough that I no longer get my monthly, just spotting. It certainly makes a difference.
