I don't know about where you are, but here in UK GPs are allocated 9 minutes per patient, so anyone who has something which can't be solved in that period of time makes them late. Some of my appointments years ago lasted an hour and a half, so I feel really bad for whoever was after me. Not getting long to talk to her probably isn't her fault, and might be the same wherever you go.
Refusing to consider your dose if it is especially low would be a reason to change though.
