Every binder I've had has been loose at the top like it doesn't really even touch my skin. Is there a way to fix that. Does it have to do with the size of the binder?

It usually has to deal more with your chest size, and not your binder size.

I guess that would make sense because I've gone up 2 binder sizes in the last year.

my binders were always loose on the top of the back of it, it puckered. Does yours do that?

I would take some scissors, and I cut a triangle out of it, you want the base of the triangle to be at the top and it needs to be the width of how much the material is puckering, then cut down and make the point of the triangle end where the loose puckering material ends. Does that make any sense? its hard to explain in words. So essentially you are cutting out the baggy excess material to fit your body more. So, cut the excess and then sew it back together. If you are not crafty or good at sewing you might want someone else to do this.  Also, disclaimer, like I said I only did this to the back of my binders, not the front, and I also only did it with underworks binders.

Mine don't really do it in the back it's more in the front. To make the collar lay flat I have to pull the neck of the binder like up by my collar bones or else it's pretty much like a push up bra.

that's where mine does it. I think Elijah's advice would still work.

Would shortening the shoulders make it so that it was permanently pulled up?

If I push my chest down and out then it just goes out the arm holes or doesn't really flatten at all. If I push it up and out then it just goes out the top of the binder. So really binders are pretty much useless. I mean it takes my chest size down a little bit but not convincing.
