Generally HRT affects the way that your body fat is distributed, it has no effect on your skeletal structure, unless you begin it before puberty that is and unfortunately i would say most people don't have such luck. You can try corset training as a lot of people have, i cant give you any opinion on that because I haven't tried it, but as far as i know there is no way to make your actual rib cage smaller besides having surgery (though im not sure if this surgery actually exists) but of course that is an extreme which is probably better avoided, thus you can't really change the size of your waist if you have a thick waist

as far as hips go, women tend to have larger hips because their pelvises are wider so it, that's what gives them that little wiggle when they walk- but there are things like fat transfers and injections that you can get to achieve larger hips and bum (ive seen many transwomen with this, though most have been quite exaggerated). Another thing that you can try if hrt doesn't help feminize the body much, because we are all different after all- is exercises, there are exercises you can do to get larger thighs which can give the appearance of a more feminine body, well if you are so lucky- I've noticed that large thighs tend to be a more female trait because women tend to carry more fat in the lower region than men, ive never actually seen a male with large thighs and hips haha- but who knows they may be out there
