It sounds like those measurements are taken across the shirt when laid flat. So a medium would be 47" of fabric around the chest, which on top of that doesn't correspond exactly to your body measurement (otherwise it would be skin-tight). So take a shirt you have that fits you well, lay it out flat, and measure across the chest.

You may try Korean mens clothing, like http://www.yesstyle.com/en/men.html I've ordered from sites like that before and some of the items were actually too small for me. But then again I can usually fit in a young mens size S fine too.
