I would highly recommend that you get a seamstress tape measure and head online to figure out your sizes. At your age, I was a bit taller at 5'10" and roughly the same weight and I was a size 12, so maybe a size 10? I'd still check it out with that tape measure though especially since the sizes apparently are different between the US and everywhere else! Mine was in the US. This was also 20 years ago for me, so a size 12 probably isn't the same thing as it was back then :(

I used to fill out the bras will balled up socks (clean ones) at that time. Not the most realistic though, so I'd wear extra layers to take the edge off.

Welcome. :) Hopefully the community will be able to give you the help you need. :)

Now, to answer some of your questions:

Regarding what size clothing to get, if you haven't done so already you'll definitely need chest and bust measurements also. 28-30 waist would make you size 12 if you live in the UK and size 10 if you live in the USA (IDK about anywhere else, sorry). This corresponds with a 36 inch bust, and if you're anything like me that means you might need to go up a size or two in spite of your waist measurement.

As for bras, I'd say probably go for a cheap one to start with. Regarding what to put in it, that depends on what you financial means are. If you can afford it, it'd be worth looking into ordering some breast forms. If that's not possible, there are many other alternatives. Socks, as mentioned, are good since they're comfortable, but won't give the most realistic of shapes. One example I've heard of is using freezer bags with water in them, since they provide the feel and the weighting (though the risks with that are obvious!  ;D ).

Hope this helped. :)
