I've been thinking about buying this:

which can apparently fold flat, and then sewing a pocket inside loose boxers to carry it in, as I can't think of any other way to discreetly have it with me in public.

Anyone else do this?  I don't pack, so a STP packer is not an option.

I use a different stp, a go girl, but I'm also trying to figure out how to make some sort of pocket to keep it in my underwear and use it in stalls.

I know they do offer underwear with a mr fenis pocket on tranzwear, so it's definitely a possibility.

I am not too sure if this is what you mean, but why not just take a piece of cloth (one similar in stretchability, etc. to the boxers), cut it to a size to accommodate the stp and then sew it using a simply running stitch or using a sewing machine into the inside of the boxer? Probably somewhere near the hip or front thigh would be the most comfortable place for it if you want the stp to sit vertically. For horizontally, sewing the pocket just underneath the band in front would probably by the most comfortable place for it.

That would work.

I have never sewed anything in my life. Not even a button. Time to learn, I guess.

Sewing isn't too hard once you get used to it, I learned how to sew form the birds in Cinderella.  :D

A zig-zag stitch would be ideal if you wear stretchy boxers because it'll allow the seam to stretch with the material.

Play would be one brand of underwear that already has a pocket that looks about the right size for this STP device. The play line of underwear is made with a pouch intended for an ipod.
