No, they come with stuff you can clean it with right in the bathroom stall. Mine can with a matchbook sized packet of little sheets that you clean it with, others come with a bottle of wash.  You can also keep a tiny bottle that's small enough to fit in your pocket filled with water to rinse it off. I've also found its fine to just wipe the inside of it off with some toilet paper.
