I've seen many successful scar coverups using tattooing. Personally when I get the one and the right tattoo inspiration i'll get my chest done. Not specifically to cover my scars, but that will be a side effect. I don't know how painful it would be... I've been tattooed on my arm right at the point my forearm meets my upper arm (super sensitive) and that hurt, but I have almost no feeling in my chest now so i don't think it would hurt that much... Anyways, you'll always have a hint of the scar there, but many people (nontrans individuals) get tattoos to cover-up or supplement a scar and they look fine.
When i asked my surgeon directly how long to wait before i could get a tattoo I believe I was told I could do it after 6 months, but better to wait a couple years. (6 months because that's when all my stitches should be dissolved and i'll be considered 'healed')
