Intermediate hair

This seems to be what I have in between me chest and knees, outside the pubic region. My issue is that they are so fine they tend to not be able to poke though the skin and end up as ingrown hairs. Honestly, I had this problem a bit before I even wanted these areas to be clean shaven. I really want no hair below my shoulders period, but I am way more unhappy with a trail of bright red ingrown hairs on my stomach than even the natural hair it might have...

No I'm not on HRT. It's weird how testosterone works with body hair, I surely had more when I was in my late teens, but it's only now that I'm in my late thirties that I'm growing hair that's more than peach fuzz in a lot of these areas.
