(For context, the Australian Capital Territory or A.C.T. is an area of land surrounding our national capital "Canberra", it sits inside another much larger state but is a separate jurisdiction and the people who live there - largely public servants - elect a small local government to run services and pass legislation etc. The population is, on average, more progressive than the rest of the country. The ACT Government has already passed laws legalising same sex marriage although this is being challenged in court by the Federal Government. Anyway, all you really need to know is that the ACT is a tiny, tiny, tiny area with a small population and a liiiiitle different from the rest of Australia, but good on them for trying to lead the way and make a stand even though it's a David and Goliath type scenario going up against the Federal Government.)
