Many of us may take these dramatic words for granted. Beginning July 1 - 231 years after the signing of the Declaration of Independence - Iowans can proudly say that the Declaration now applies to ALL persons, including those who are lesbian, gay, bisexual or transgender. On May 25, Gov. Chet Culver signed into law this major expansion of state civil-rights law - perhaps the most significant expansion since approval of the 1990 Americans with Disabilities Act.
