It's probably the american size. They are based in America. Inches around the part below the breast. Though I can't be positive.

It probably is but I wouldn't guarantee if it is made in Taiwan (which I am guessing, why the Loveboat look) it is sized a bit too big. I don't know for sure of course. Loveboat are a PITA to size.

Just to be clear, I'm talking about the underworks one.
I'm 92 cm (36 inches) around my ribs but I am unsure what my bra size is.
I thought 36 inches = 36>insert cupsize<
But some size conversion charts says 90 in EU size = 40 in US

The band size is the measurements in inches below the bust. This is not the same as the bra size. While each manufacturer can vary you basically take that number and add inches to it. Theres a couple of online calculators that may help you, or if you know your bra size in your own country then I'd suggest either doing a conversion from that to the US size or contacting Underworks and telling them your EU size and that you believe you know your US size but wanted to confirm.
