Well, they don't say to compare you cup size to your relatives for nothing. What I've always heard is "you should expect to be one cup size below your mother/sister(s)" but of course ymmv. Tbh, after starting at 18 4 years ago, mine are just slightly smaller than my mother's and larger than my younger sister's (who is currently at the tail end of puberty). So, what your immediate relatives have is probably a good guideline.
As for when you'll be done. I'm still getting some growth even now, but it's minimal, most of it was done within the first 2-3 years for me. But yet again with the immediate growth, I only just started adding progesterone injections a few months ago as I switched endocrinologists (progesterone has a role in breast development due to milk duct formation).
Anyway, thing is though, just like the rest of your measurements, you can't forget that breast size ain't static either. If you're on progesterone, you'll notice your breasts changing in cycles most likely. Also, if you have more body fat, you can expect them to grow, while if you lose it, they'll tend to shrink. Breasts are mostly made of fat deposits after all.
So yes, based on all of that, I think it's plausible, but everyone's different, and you get what you get ofc. There's always the option of implants if you can afford em anyway :v.
