I would have to think it could, but why would you want to do it like that? I would also worry about what effects that might have on the lungs, I have seen get too many nose bleeds from snorting BC powder or other medications for me to really consider trying to get anything aside from decongestant spray to go up there. granted if E were a vapor rather than a powder I would guess it would be less hazardous.
There is already E that goes thru your skin, in your rectum, in your vagina, under your skin, in your stomach, right into your blood with a needle, or under your tongue. Seems to me it has plenty of delivery methods, and my understanding is that sublingually (which seems to be the most common though it isn't like I did a study of TS women to determine that) is pretty well tolerated by the liver though I do wonder if people are "doing it right" and not just swallowing a bunch of saliva with E in it.
