Passport Changes? Michigan

Currently, I'm trying to get my passport changed over to the correct gender, as we had heard that's the only legal documentation we can switch without SRS. (although apparently you can be sneaky on birth certificate, which we're going to try.) problem is, I literally just CANNOT figure out who the hell I'm supposed to call to start this. The website and number don't even have options to change gender marker. What am I supposed to do?
