Unless they're skin tight or incredibly short you probably don't need to tuck when wearing dresses. I don't, but am the opposite of well hung anyway.
A gaff is essentially a tight thong with enough material at the front to keep everything pushed back and under and in place.
When I'm wearing pants & jeans (and once, a swim suit) I'll use a gaff and tuck like there's no tomorrow. Generally I find it more comfortable to wear it over a pair of tightish knickers/panties to stop it from digging into my butt.

Your ability to make it work will depend on the size of what you're trying to tuck and the type of clothes you're wearing over the top. Like I said, I'm not well hung and can apparently get away with wearing skinny jeans without trouble or problems.
