Voice cracking/fluttering?

I'm trying to go up into my falsetto and then lower it to a more natural sound but when I do that my voice always starts dong this vibratto/fluttering sound.  I thought maybe it was because I needed to strengthen those muscles, but I've been practicing this now off and on for 2 weeks and I'm not noticing any improvement.  Did anyone else run into this problem?
