Certain churches and church groups, including sometimes St. Vincent de Paul (for example), as well as certain community centers, sometimes offer free-for-all clothing along with their foodbanks, as well as other yard sale type items that are regularly donated. This is especially true in the Northwest Pacific region of the US. This stuff, including clothing, seems to get rotated fairly rapidly, so if you don't see what you like on one visit, you'll often find something on the next visit.

If you are very selective, Goodwill, Value Village, and other thrift stores (as well as yard sales) are fabulous places to get really nice things on the cheap. One thing about clothing from Goodwill, though, is that is smells awful! I've had things air out on the line for two years, and the smell still was not totally gone! A quicker way of removing other people's fragrances is to soak the clothing in a 5 gallon bucket of water, changing the water, daily. After a couple of months, at least a majority of the fragrance will be gone, but probably not completely.

If that doesn't work, there's always dumpster diving! Good Luck!
If you torture the truth long enough, it'll confess to anything.

I would second the recommendation for ELF makeup. A lot of it is very good quality but it is not expensive at all. I use a lot of ELF stuff ;)

I use the ELF makeup as well. I find  that a lot of their products suit my needs, and like you've said, they're not too expensive either.  :)

I am a fan of ELF little black beauty books, which aren't really books but, these clamshells that look like books and contain quite a few colors of makeup based on the theme of the book. They include 48 colors a mirror and a brush and fit in a small purse quite easily.

Also Rimmel of London is surprisingly cheap and produces a product that is decent. When I am not using Dermablend I use Rimmel Clean Finish foundation and Rimmel Stay Matte finishing powder if my skin is shiny. I also use Rimmel Exaggerate Eye Definer as my normal non liquid eyeliner.

If I want extreme colors like my vibrant silver metal lake eyeliner I go with Morbid or Hard Candy. Hard candy is not even that expensive.

Also NYC makes cheap makeup but, I use thier liquid eyeliner and I like it a great deal.

The most important thing about cheap makeup is this: buy a set of brushes, and a big bag of makeup sponges. Whatever brushes come with them will usually be terrible and the wedge shaped sponges are a godsend for me. How it is applied seems to be the key in getting cheap makeup looking right.
