"Contra-hormone therapy" is just a fancy way of saying administering estrogen to trans women or testosterone to trans men (the hormones are "contra" to what the body produces). As for whether her specific regimen is special, well, most doctors seem to think theirs is the best... and what works for a specific person varies BY person, so who knows.
Since that link says it doesn't cover lab work OR prescriptions, I'm kinda wondering what the $400 does pay for.

All I get from my endo is lab work and exams, and then I pay for the prescriptions at the pharmacy! So maybe it's exams? But if so, that's actually kinda expensive; most people with insurance can at least get the endo exam itself covered for a copay, and personally my endo visits cost me $50/year total.
