Project Inform and Human Rights Campaign applaud the Aug. 2 introduction of the Early Treatment for HIV Act (ETHA) in Congress. This bipartisan bill, authored by Speaker Nancy Pelosi (D-CA), Rep. Eliot Engel (D-NY), and Representative Ileana Ros-Lehtinen (R-FL) would allow states to provide Medicaid coverage to low-income people with HIV. The bill also provides enhanced funding to states that choose to implement this expansion. The Senate version of the bill was introduced by Senators Gordon Smith (R-OR) and Hillary Clinton (D-NY) in March.
