So, in order to congregate all of the research I have done so far, I thought I would start a new thread with links to the FEHB plans for the upcoming 2015 plan year since they are not yet readily available through the OPM website.  This should give everyone a few more weeks to review things before the start of open season (November 10th - December 8th 2014).

As of today, 10/24/14, the only National plan brochure not yet available is the one from MHBP.

Note: I only checked regional providers for Hawaii (as this is where I live) and have not checked the other regional providers as there are tons of them!  Please feel free to add any info from any other regional providers that you may have information on!

So anyways, here goes...

Plans that have REMOVED the transgender exclusion wording for 2015:
1. Foreign Service Benefit Plan (https://www.afspa.org/home/pdfs/2015-FSBP-Brochure.pdf)
2. Aetna Healthfund CDHP/Aetna Value (http://aetnafeds.com/pdf/2015/2015CDHPValueBrochure.pdf)
3. Aetna Healthfund HDHP/Aetna Direct (http://aetnafeds.com/pdf/2015/2015AetnaDirectBrochure.pdf)
4. Kaiser Permanente (http://healthplans.kaiserpermanente.org/federalemployees/federal-health-plans)

***Note: Kaiser Permanente coverage varies by region.  I have included it above as my research indicates they have removed the exclusion for the Hawaii Region for 2015.

Plans that have NOT removed the exclusion:
1. Blue Cross Blue Shield (http://www.fepblue.org/en/benefit-plans/benefit-plans-brochures-and-forms/#tab-brochures)
2. GEHA (https://www.geha.com/~/media/Files/Brochures/Health%20Brochures/2015StdHighBrochure.pdf)
3. NALC (http://www.nalchbp.org/news/body/2015Brochure.pdf)
4. APWU (http://www.apwuhp.com/upload/2015_Brochure.pdf)
5. Compass Rose (http://mycrbg.com/edocuments/2015/Health_Plan/2015_CRBG_OPM_Brochure.pdf)
6. SAMBA NATIONWIDE (http://www.sambaplans.com/pdf/2015_Brochure.pdf)
7. MHBP (Not yet available)
8. HMSA - For Hawaii Residents ONLY (http://www.hmsa.com/portal/fedplan87/pdfs/2015.pdf)

Here are the premiums/changes in premium for 2015:
National Fee For Service Plans
1. Non-Postal Rates (http://www.opm.gov/healthcare-insurance/healthcare/plan-information/premiums/2015/nonpostal-ffs.pdf)
2. Postal Rates (http://www.opm.gov/healthcare-insurance/healthcare/plan-information/premiums/2015/postal-ffs.pdf)

Regional Plans
1. Non-Postal Rates (http://www.opm.gov/healthcare-insurance/healthcare/plan-information/premiums/2015/nonpostal-hmo.pdf)
2. Postal Rates (http://www.opm.gov/healthcare-insurance/healthcare/plan-information/premiums/2015/postal-hmo.pdf)

Hope this helps a little!

Hi, Kealy,

Thank you for the wealth of information.

Between Aetna and the Foreign Service, which one is best?

Also, has any of the surgeons who currently do SRS become preferred providers?

Will they cover electrolysis of the pubic hair? Mental consultations to get the letter of recommendation ?

I know I am full of questions... I thought calling them and asking them but I do not want to get my name into their database.

Perhaps you could shade some light on some of those question, perhaps somebody else?

Thank you again!!1

Hey peky!

Sorry for the late reply!!
Anyways, it looks like you are getting great info in the other thread, but here is some of what I know:

- In summary, our options would include the Aetna plans, Kaiser (if available in your region), and the Foreign Service Benefit Plan.

- For 2015, the FSBP plan will utilize in-network providers who participate in Aetna Choice POS II (Open Access).  See this link for more info: https://www.afspa.org/important-news-about-the-foreign-service-benefit-plan-fsbp-network-of-providers/

- It looks like Kaiser will cover all medically necessary transgender care including HRT, GRS, counseling, etc (This will not cover cosmetic procedures such as hair removal, FFS, etc)

- Kaiser will be using Dr. Toby Meltzer for GRS (not sure about any other specific GRS doctors participating).

- For regions without a GRS surgeon (such as Hawaii where I am), patients will be referred to a board in the Norcal region (or possibly a elsewhere depending on location?) and upon board approval, patients will be directed to the GRS surgeons clinic.  I was told travel expenses will be covered for yourself and a companion.

More specific info, would be dependent upon your location...you should just call in, nothing to really be scared of...I dont think they track your info if you just call in asking for information.  Anyway, I will most likely be going with Kaiser...seems like the best option and its a $0 deductible plan.
