My SmartPhone has been perma-banned

Chrome on my SmartPhone has been permabanned as a "Guest". Other browsers on my smartphone are OK and my desktop is OK on all browsers.

It would be a conflicting IP address. Since we don't know your phones IP address there's not much we can do about it.

The IP address does not seem to matter. This IP address gets through OK for the desktop but not for the smartphone using the same internet connection. Switching to the phone company's internet service provides a totally different IP address but Chrome is still blocked. I have cleared the cookies from the phone and it makes no difference.

My latest experience is Chrome using incognoto mode on the phone and that gets through OK. Very puzzling.

Yes I've heard of some people having issues with one browser and not another. It's still IP related but I don't know  enough about the mechanics of it to offer an explanation. But if incognito mode works then that's good.

Banning by IP on phones can ban a wide swath of people because a lot of phones share the same IP address.
